If you like, do what Eamon suggested and go out to the Gnawed Noble Tavern to listen to what the nobles think of the current situation.
When you are done, go talk to Eamon and the next quest ought to get sprung on you.

i have talked them and eamon.eamon just says if you need help... and i can only answer no thanks,goodbye and i cant go to the alienage area.

That sounds like a bug. Do you have an earlier save you can load from? That sometimes fixes these things.

How, exactly, are you trying to get to the Alienage? Are you trying to get there via the map? If so, you need to open it by crossing the bridge. If you are trying to cross the bridge and can not, then you are likely bugged.

You can't get to the alienage the first time you enter it by the regular Denerim map. The entrance is over near the Gnawed Noble, where a guard is standing by a gate. Once you unlock the alienage there, then you can travel back to it using the regular city map.

And the alienage is only unlocked after Anora is back at Eamon's estate.So if you haven't got her yet...you have to do that.
My char's don't actually speak to the nobles in the tavern, they just eavesdrop. One i n particular became hostile when my char's spoke with him, so now they just go in, listen, then go back and speak to eamon. At which point the next phase will be dropped on your character.

Either before or after you rescue Anora, speak to Wulff in the Gnawed Noble Tavern. While you are actually in the arl of Denerim's estate to rescue Anora, search the dungeon thoroughly. You'll have to find Irminric, the brother of Bann Alfstanna, and Oswyn, the son of Bann Sighard. Both Banns are also in the Gnawed Noble Tavern; speak to them after you've met up with their relatives.
After Anora suggests going to the Alienage, go through the gate to access the area for the first time, as explained above. If you also met up with--and helped--Soris in Howe's dungeons, go into the first house and speak with him there. He'll suggest you speak to Shianni, who is in the square near the gathered crowd. If you didn't meet up with him, she'll still be there (but probably a little more hostile). You'll find out from her what needs to be done.
