Actually, this reminds me is the game going to be a full install, or will we need a game disc loaded in the cd-rom/dvd drive to actively play?

No, if you want two people playing, you need two full game clients.

Get it from Steam, download it on both - this will have to be sequential, since you can't log in on more than one computer at a time. Then make sure that if both are playing, one person disconnects their computer from the internet and just plays it off line.
Edit: Of course there's a real easy way to get around this if you use a physical version, but you'll be violating the terms of use and EULA.

Thats what I used to do to play games on LAN all the time. If its just a simple DvD check then it wont be a problem, I keep seeing people say thats what it is but Ive not seen any official conformation.
I cant say anything else without risk of being banned >.>
