Why not buy one and make a copy of it? The law says it is perpectly legal to make copy's of digital material you bought. It clearly states that if it is for backup/personal use only you can make as many copy's as you like! As long as you don't spread it on the internet, give it to friends and the worst: asking money for it, please don't worry at all.
Copying is perfectly legal btw. If you understand a bit from computers it actually happens all the time. What do you think happens if you load a program? Yes, the computer makes a copy of it in his memory. It's impossible to activate any sort of program without a copy being made in your computer.
But I also don't know how the account stuff works really =/
If BioWare/EA clearly states that it is one pc one game/account, then I guess you have to buy 2 if you really want to have 2 accounts.
You can also share your account like I said by making a copy but then you can't play together.
Or you must choose to play offline or something like that. That might work. Frankly, I don't really know but I hoped I helped you a bit.
PS I'm not in any sort of way convincing him to make copy's of this game. Or setting him up to something illegal. I'm just stating my opinion on a possible solution for his problem. I'm sure that what I said isn't illegal by any means.

If DA:O is anything like NWN in terms of anti-piracy, then you won't be able to play it together over the internet or LAN(correct me if you can't play it over the internet). However, if you meant to simply play it at the same time (which can be just as fun) then you only need one set of CD keys.

UPDATE:
Well, my wife and I have both started our individual games, and with just the 1 disc, we each have to take turns playing. Additionally, we had both gotten the Character Creator and made our own toons before the game was released. Since I started first, installing the game on my pc under my Profile, she cannot download the free Ring, I guess because the software Key is registered under me. I find that frustrating. I'm not going to be angry at Bioware, but EA...

) I can't wait to show some of my coworkers, I'm sure a couple will be buying it after I show them the game.

You can always create a Disc Image and use that to run on one PC
