At least at the University of Toronto, it isn't uncommon to see a girl that looks like her attending classes, and we're all at least 18. Americans just look... older to me on average. Bigger, too.
And to be honest here in England at the University of Derby, I can't say I've ever seen a lass that looks like that.
Artistically, from what I've learned over the years the proportions of the model of what I see in the screenshots posted on here, (I haven't read the dev diary etc) are what you'd use to represent an adolescent not an adult the facial shape and structure matches a teenage look and the eyes still have partial dominance in the features, or basicaly they take up more room on the face than they do on most adults.
Sure stylisation or whatever might be the cause hell it could be from her being an elf instead of a human and so such rules don't apply, the problem with that is that it means squat. Elves don't exist, all basis for thinking of how something looks age wise would come from comparison against the human equivalent so essentially if elf A looks like a pre 18 human then elf A is considered pre 18.
Besides from DAO she should be in her mid to late 20's in DA2, but she's even younger than when you first met her... limitation of the old system perhaps? I don't know bit odd though.
