I don't see why people think that. Is it just because that's how the specialization is learned for the PC? Jowan never dealt with demons. He's pretty apalled by the idea of dealing with them.
Most blood mages do learn their craft from demons. Ever read The Scrolls of Banastor? They're basically a "how to" manual on learning blood magic from demons for fun and profit.

I wouldn't be surprised if Jowan learned blood magic from Uldred or one of his confederates. Uldred had been preparing for some time and was looking for like-minded mages to join his cause. Jowan might have learned a few blood magic tricks from one of these mages.
