Yes, she is.
If we're going to treat skank as a worthwhile term (I'm not inclined to do so, but whatever) Isabela is totally a skank. She's skanktastic. Her skankatude is a healthy 7.6 on the skank-o-meter.
I think the word is inherently a pejorative. Which is why I don't think Isabela is a skank.
A character does not exist outside of our perception of them.

I never finished Awakening. All I remember of Anders is his conversation about how robes are useful and that he had a kitty.
His humor in Awakening filled a similar role as Alistair's in Origins. It's one of the reasons he got called "Alistair 2.0."
*I hate the term "agree to disagree." It feels really patronizing. I hope you don't think that. We just have some fundamentally disparate ideas.
