My first playthrough I inadvertently got into romance with anders by choosing what I thought was the "friendly" dialogue option and letting him hide from the templars at my house. This blocked my attempted romance with Merril for the rest of the game.
My second playthrough, i purposely avoided any flirtatious dialogue with Anders and told him our relationship was strictly business. I romanced Isabella at beginning of Act 2, then flirted with Fenris, and then I was ready to visit Merril's house for the first time in Act 2 and initiate romance with Merril. (I understand that once romance is started with either Merril or Anders, you cannot romance any other characters for the rest of the game.)
However, not matter how many times I visit merril (during middle of Act 2), she has no flirtation dialogue options.

In Act 2, after you do her quest and questioning beliefs, she'll be at your mansion if you go there at night.

What i originally meant was that a dalish wouldn't marry in the andrastian faith, it's like denying what they are.

You could flirt with her during her questioning beliefs, and after the events of her act 2 quest.
She might not even accept your advances till act 3. My brother had her visiting him only in act 3.

It would likely be Merrill's choice regardless, though i'm sure she would want Hawke's input. I don't know how possible a Dalish ceremony would be without Dalish elves to perform it. I suppose it depends on what the ceremony is/would be.
