Merrill mentions that (at four years old, I believe) she was sent to Marethari's clan in order to provide a child of magical talent which could become First to the Keeper. Dalish born with magic are apparently becoming rarer and rarer.
Which, I imagine, is why Mahariel's parents weren't approved of.

Merrill: I remember my mother singing to me, when I was a little girl when I'd get sick. I think that's what I miss the most. The Keeper has a terrible singing voice.

As each generation passes, magic becomes more rare among the Dalish. As the gift dies out, talented children are moved between clans so that every Keeper has a successor, and no clan is in danger of being left without guidance.
Merrill was born to the Alerion clan, which wandered the hills of Nevarra. She was the third child of the clan with the ancient gift born to her--when the next Arlathvenn (gathering of the clans) occurred, she was given to the Sabrae clan to be First to Keeper Marethari. Merrill was just four years old.
She spent most of her life in Ferelden and the Korcari Wilds until her clan was driven north by the Blight.

And Hawke is atleast 2 years older then the twins. So Hawke is probably 20/21 at the beginning of the game. SO Merrill is older.

Just more incentive to see Nevarra in a future game. I think they've replaced Rivain as the nation I most want to see after Tevinter, followed by the Anderfels.

Gamlen says Leandra left with Malcolm 25 years ago and it is an assumption that Leandra was not pregnant when they left.
You could push Hawks age to 24 but you should take into account how long it takes to properly settle and immigrate to a new place. Merrill is definitely older then Hawke though, which doesn't bother me I like them older

They were of two different clans... it didn't have to do with magic
If elves with magic could only screw other elves with magic you would have the keeper ... marrying other keepers... which isn't how it works.

This can't be true because before Marethari was keeper Mahariels father was. Merrill was given to Marethari and she had to have gone to the gathering when she was 14 because Mahariel went as well (for she is recognized by Valenna and Varathorn's clan)
