Hello all,
I am just wondering but why do so many people suggest that we max out our passive class abilities, early on?
I can understand it for some classes such as the Engineer, or the Adept where you want as short a cool down as possible but why the other classes?
Why Passive Abilities in ME2?

Generally, you will get a 70 or 100% boost for Paragon and Renegade dialogue with the level 4 evolution. That helps especially if there is no ME1 import.
Some classes get good boosts with certain build types.
For example, the Sentinel as a Raider with Power Armor and Dragon Armor would get a 45% power damage increase that is the highest boost you can get.
Soldiers with Commando and Dragon get a 30% Power Damage Boost with a 15% Weapon Damage boost. Infiltrators also get the slow down when they use the Scope.
Then the Cooldown bonuses for classes are nice, like Vanguard's Champion for Charge.

Plus some ppl just like to be able to get +X% damage or -Y% cooldown, no strings attached.

Generally the passive skills increase health and damage without you having to find/buy upgrades first. As money is hard to come by, especially for a non imported character, though why anyone would do ME2 without an import from ME1 (or ME2) is beyond me.

I upgraded them first so I wouldn't miss any paragon/renegade choices - though after finding out how the system worked for ME2 and that an import from ME1 makes it so you are incredibly unlikely to miss any of them that's probably not the best reason.
Otherwise, thanks to the global cooldown, the passive (and to a lesser extent ammo powers) are a solid choice because getting a second power does not help that much if you already have a good power. What use is incenerate on an infiltrator if you have max cloak, for example?

I actually continued using incinerate extensively on my infiltrator even though I had max cloak. Even with all the upgrades my locust smg still wasn't great against armor and I found lvl 4 incinerate to be rather useful to make up for that. Not to mention it's funny to hit cowardly mercs hiding behind walls with an incinarate power and watch them burn *Evil Laugh*

In the case of Vanguards, the class passive cool down bonus is the only thing that lowers the time on Charge, so getting it up means you can use your premier skill more often. In adepts is means either more damage or longer power times which is a huge boost to Warp and Singularity respectively. Infiltrator means longer scope slowdown and or longer power duration.
These bonuses are early and a huge boost to most characters. Even the Soldier gets weapon bonuses(IIRC), which can easily help out. When you add in the bonuses to conversation abilities for Para/rene numbers it means you can play your character more effectively, which is an all around plus.
The biggest question is why you wouldn't want to get all these bonuses early?

The passive ability is a great choice for several classes. Both VG and Soldiers have their passives as a high priority choice.
