Gamestop and EBGames are the same company. Yes you will get the content no matter where you preorder.

I've pre-ordered the signature edition from EBGames will this include these new bonuses? How will this work exactly? Will the game boxes include a code we use to activate the download?

All retailers that participated with the signature edition will also include these pre-order weapons. Yeah i think the games come with a code, just like DAO did with a shale code. This way only new copies of the game have these.

Got a laptop with wireless? Add a LAN cable from it to your 360 and use internet connection sharing.

If you have a high speed internet connection (DSL or whatever) then a standard ethernet cord is all you would need. Plug it in and go. As far as I know there is no way to put the DLC on a flash drive and transfer it over. You could always go over to a friends house that has DSL and use their internet to hook your Xbox to it and download it, but you will more than likely have to be connected online to access the content in game.
