I actually thought about this a bit and I'm wondering if it actually has more to do with Steam than EA. I don't think I've seen anything on Steam that ever gives bonuses for pre-ordering by a certain date. I wonder if the way Steam is set up, it can even support such a feature (as in how the Signature Edition was set up).

There were several other avenues to purchase a digital download version.
The only other viable route was EAstore.. which isn't viable for just being godawful EAstore.
That may be true - as I don't pruchase games in this fashion, I will take your word for it.
However, again, you dismiss the EA store as "godawful EAstore" but it remained an option, as did purchasing an actual disc version through Amazon or other sources.
Steam was not the only source for the game, or for the SE. It may be the preferred choice, but that - to me - is like saying I prefer to use a Visa card, you don't take Visa, so you're evil. Just doesn't compute to me.

The way I see it, they were trying to lessen the amount of market share that Steam would get of this game; give some other venues a chance. They probably also make a larger profit with these other partners too. I really wish that it didn't feel like I was being punished for holding out for the Steam version though. That's...kind of a jerk move.
I guess it was a pull for the EA Store to get more digital business. Plus since Steam is the largest pipeline, plenty of people will never have heard about the SE and will end up paying top dollar plus buying the DLC extra.
It sucks. It's just business, but it still sucks.

Even if there would be a problem, they would just create a "new version" in the store and see which people ordered which, just like the deluxe editions, when the specific date is gone, they remove that version.

I suppose a lack of actual physical stores may be possible, but was the EAstore locked? Again, I honestly don't know, as I don't purchase this way, and don't live in such an area.
However, 2 things- first, I'm not sure this can really be laid at the feet of Bioware, as an attempt to screw people.
Second, since this discussion (not you, but in general) seems to be running in circles, I'm going to pretty much bow out at this point.

Sorry. To the best of my knowledge, eeh Exiled Prince and the Soundtrack will be available for Steam users as DLC.

EAstore never remained an option, nor it never really was one. Yes, I could buy from them if you forced me at gunpoint, but it is not something I will do voluntarily. Maybe once their overhaul the entire thing not to be machine-translated monstrosity that is force-fed down my throat without an option for a simple language select. And digital is, for me, pretty much the only source nowadays. No need for DVD cases and hassling with ships. I haven't gotten a physical game for a year+ now, it has always been from Impulse/GG/Steam, with overwhelming majority being at Steam due to region locking and their bonkers deals.
