I don't think you can get TIM's eys on the console.
As far as I know you can do just the main missions and make it seem like you did all the sidequests with Gibbs save editor, but i'm not 100% sure on that. Here is the link for the guide social.bioware.com/forum/1/topic/128/index/2277020

Man, that's really too bad. What you have to do with Gibbed is change the ME1 flags on your ME2 game save then import that save as a new game. It doesn't change anything if you change them and play the character you have.

So i would need a "Mission complete" ME2 save to change the flags on, then import it for a second play through? Bah.. sounds more fun the way i ended up doing it anyway.
On the subject of changing things, my roommate has the Revenant heavy MG, and wants the M-95 Widow aswell.. Is it possible to do this in Gibbed, or is this a hex thing?

No, you can import a save as an NG+ that isn't completed. Just get past Freedom's Progress, save on the Normandy, make your changes, and then import that save using the import utility.
