I'm not sure why you would think this. Imported decisions from Origins and Awakening are reflected in various ways throughout the game, some very small and some much more significant.

TV's are variable in terms of overscan and thus need a safe zone around the edges. Such is the hardware.
On the upside, the hud fades down while exploring on console, and is closer to the edges on PC, so it's not as in the way.

There's a key to hide it. I think it's "V." Same as Origins, if I recall correctly.

And regarding the level cap: It's 50.
Ability upgrades are in fact hidden on the all-trees view, to unclutter the display. Don't worry, there's lots of things to spend your points on. While this is still subject to balance and tuning until final release, I believe that you're nowhere near having every ability in a full playthrough.
