I agree with everything you just said except Jack's armor, I feel that you'd be losing a huge part of the "**** YOU" attitude if she suited up like everyone else, unless the environment is hostile in some way - then a suit is fine.
Jack could easily scar up and paint her armor to reflect her pissed off, destructive attitude. I'm picturing a black and orange affair with "DEATH" printed on there somewhere, a skull decal, a carciature of a hand flipping the bird, etc.
If Bioware really wanted to turn heads, she should have "Exit Only" on her rear and "No ****** Allowed" on the front of her waist or something.

Personally, I think that if this is supposed to me a more serious, mature game, that the outfits would be more serious and mature. I for one can't really take the game seriously if I'm fighting alongside such super hero-costumned characters as Jacob "Cerberus Man, Champion of Humanity" Taylor and Miranda "Mass Effect Barbie" Lawson.
Armor can be attractive and practical looking at the same time.

Mass Effect is very sexual and it's part of the appeal. The outrage over outfits seems fake to me. It's not like Mass Effect has ever hidden that fact. There is a whole race of strippers...
But when my squad of elite soldiers run into battle against fully armored foes dressed like strippers that's when I start to get annoyed.
