I though I read where Leliana teaches you, but I have her up to +93 realations and there is stil lno dialog box giving me that option, like there was for other characters (Zevran, Alistar, etc.). Can she teach me or do I need to find a book? Thanks for the hlep. I am a rougue by the way.

She can teach you - just explore all the dialog options.
I had the same problem with Wynne though which led to my mage being without the second specialisation but well one more thing to explore for another playthrough. It was quite weird though as I was on about 90 approval with Wynne, did her quest and explored all of the conversations

Unfortunately, I have no dialog options with Leilana now and I'm not sure WHY... the last conversation my human noble/rogue (hoping for bard!) had with her was about the shoes, and then ... nothing

You can buy the book from the Dalish Elves, I believe...and you can get Spirit Healer from the magic shop in Denerim. I got Leliana to teach me bard, but I had Wynne at 100 favor, did her side quest and everything, but she wouldn't teach me. Had to buy it from the shop.

I got bard from Lilliana in the 30s. Just talk about her being a bard and it should come up. Granted I have her on the non-romance path apparently, since she is mid 30s and warm instead of interested. Though Morrigan is lower 30s and interested.

If you can't get Leliana to teach you, the vendor in Dust Town in Orzammar sells the Bard book.

Anyone got an update to this? I've listened to every story a good number of times now (I even think there was a bug where I got + influence/like points multiple times for the same story) and now she quite likes me but still no bard option.

1. You have to talk to Leliana about Minstrels.
2. Get her to warm, and then pick, “I heard that in Orlais, minstrels are often spies.”
3. After that conversation, talk to her again and ask about teaching you bard skills.

Is neutral +15 insufficient to unlock it?
I'd really like to have chosen bard by now (I'm level 8) and dont want to go back to a far earlier save. Is it even possible at this level?

As for Wynne, it is my understanding that on the PC version of the game, Wynne does NOT teach Spirit Healer. {Buy the book in the Wonders of Thedas in Denerim}

- Ohgren teaches Berserker
- Zevran teaches Assassin (? not sure)
- Leliana teaches Bard
- Morrigan teaches Shapeshifter (not that that would be of any use, but she does)

This is all correct. In addition, Isabella (in the Pearl) teaches Duelist but only if you either catch her cheating at cards or sleep with her (with or without your romantic interest). Ranger can only be learned by a book (sold by Bhodan in your camp). Champion can be taught by Logain or (more likely) given as a reward for saving Arl Eamon. Reaver can be given as a reward by Kolgrim for defiling Andraste's Ashes. Bloodmagic is given by the Desire Demon in the fade when saving Conner (for Mage PCs only). Spirit healer is a book sold in Wonders of Thedas and finally, Arcane Warrior is taught by the ancient spirit in the Werewolf Ruins in the Bresilian Forest.
One very important note about Morrigan and Shapeshifter. Unlike all other characters that will only teach if they are friendly or better, Morrigan will not teach her specialization if your approval is friendly or higher. She will AFAIK only teach you if she is neutral towards you but non-negative approval. That means you need to unlock Shapeshifter from her right away if you want it.
