I've always believed that the reason the lvl cap was 30 in ME2 is because they planned to increase it with ME3. Logically it makes sense, unless they're making another sweeping change to the combat there's no reason not to carry over the player's level.

If that turns out to be true it could be ME2 intentionally had fewer skills than ME1 for this purpose of unlocking newer, branching powers up to level 60.  Speculation on my part but would fit to the rumor rather well.

Maybe. I personally find it unlikely. How many and what kind of powers should they add then? Do we finally get real passive powers? I'd welcome that. As for the squaddies, I think they had only four powers in order to keep every squaddie unique. I mean, Zaeed, Garrus and (in lesser extent) Grunt could have the same powers. Same goes for Jacob and Jack. And it wouldn't be weird if Thane and Samara/Morinth would swap their powers.
