Rupert Murdoch. And he probably didn't say that. What he's often said is that they will focus on the news "people" want, instead of having editors making news for "themselves". Which of course amounts to the same thing. He's also stated that they wanted to "set the agenda" on Iraq - this is openly the element of participation in shaping news-coverage in order to be more dramatic, rather than simply correct or informative.
Meanwhile, "creating the news" as an official modus is something we can easily assign more or less exclusively to the rise of shock media with FOX at the forefront. To a degree that advertisement driven short term "new media" can't ever hope to ascend.
But imagining Murdoch as if he was... a curiously similar looking James Bond villain in Goldeneye, or something.. that's just silly.
In reality, it's about creating your own loyal audience, and feeding them steadily what they want to hear. Newt Gingrich had very similar ideas when it comes to the "perpetual campaign" they started for the GOP around 2000. And either of those are again similar to successful business-models that recur in various markets and corporations.
Which in the best sense is about offering a loyal consumer-base a specific product that satisfy their needs. And in the worst sense is preying on people's uninformed and uncritical opinions, while pandering consciously to the most common denominator at any cost.
