That depends on how cloak would work.  Would it be complete invisibility and an inability to target you?  Or would it act like NPC cloak?  If its NPC cloak, no matter how fast you are on the draw, a Vanguard will be able to Charge before you have a chance to find him, scope and shoot.

What if Stasis does not work against Shepard? That would be flawless death, being on a cooldown, unable to do anything for a while

Well if thats the case then my l337 build consists of:

Heightened Adrenaline Rush

Tech Armor (either version)

Assassination Cloak

Heavy Charge

Heavy Singularity

Heavy Reave (since I'm just going up against one target)

Enhanced Flash Bang

Cryo Ammo

Enhanced Stasis (for good measure )

And every other cheap power that I might have missed.
