I currently am playing through Dragon Age: Origins on the PC, and I have a level 9 Elven Warrior.
I am quite a perfectionist, and I realised that I had not done two things:
1) Completed the 'Chasind Trail Signs' quest (in the Korcari Wilds, which are now inacessible).
2) Obtained the extra backpacks available in Ostagar (two in total).
My
question was is it possible, with the toolset, to add the 'completed'
quest to my journal in my savegame, as well as adding the backpacks? I
don't want to start a new game as I've got so far, but I'm obsessive
enough to want to have everything 'completed' and obtained all items that I
wanted!
Also does the toolset do anything negative to the game (eg. disabling the PC 'achievements')?

It should be possible yes, as there are mods that allow you to skip the fade and Ostagar and leave you with your journal entries updated. It's also possible to use the toolset to edit your savegame and add items, but I don't know quite how to do those things.
About disabling pc achievements, I have no idea.
