Most folks were dressed very conservatively, and certainly there was nothing even remotely comparable to a 'chainmail bikini', something that would've been nice to have for Leliana. So I'd say the only reasonable complaint about the clothing styles is that they were very much overly conservative, not that they were too skimpy in any way whatsoever.
you need to consider something about Morrigan tho.
She is a mage, as a mage she does not have to worry over much about her "combat readiness" because at will she can turn her skin into the biological equivalent of stone and erect forcefields....Isabela cannot. So if Morrigan wants to "accentuate" certain aspects of her nature through clothing she is not in any worse position "combat wise" than she was wearing a tunic......

Uh, not to get in the middle of a discussion, but I am fairly sure that she was talking about Wynne being a prude, and her responses to Zhevran's advances, not Morrigan.

Right. I was comparing Morrigan (who certainly isn't a prude) being disgusted by some of the male PCs advances as well. Being repulsed by someone hitting on you isn't limited to "prudes".

Well Shepard has a sort of combat/space suit. Because for once he/she partly works in hazardous enviroments and I think the other reason is that there is tech installed to improve the healing/armor/physical attributes of Shepard. I mean by all suspension of belief walking on the moon in a sparetime outfit without a space suit is a bit too much. But then again look at Jack, Miranda etc. These are the ones you should compare with Isabella because Shep is the protagonist, and the protagonist in DA2 can still swtich armors.

Edit: Hell I am a prude in some way myself. For example I don't wanna see nudes in the game. But it isn't even about that, people are actually argueing that people who are properly clothed don't wear more clothers. That's where we are ...

But the fact that most people were dressed conservatively only serves to make those who are not stand out much more clearly. Obviously Thedas isn't a direct parallel with medieval Europe but the fact that most women (and male mages) are wearing full-length skirts unless they're wearing light armor makes those outfits anachronistic to that world. If there were NPCs just wandering around Kirkwall pantless (or around Ferelden with their chests almost fully exposed) as well I wouldn't have a problem with Izzie's thong showing. But there aren't. Also what's with people and large breasts? Wouldn't the world in general be boring if all characters were flat chested or just large chested? Some characters are covered and some aren't, it isn't scandalous.
Plus come on it is just a game.

I would wager that's the result of budget limitation, rather than a statement about the world from the developers. Having the art made for outfits costs money and manhours. If you're short on either, it makes sense to make the generic outfits apply in the most situations possible. No one is going to remember the iconic look Hooker #3, but they will remember the iconic look of Morrigan, so it makes sense to budget that way.

The big deal, at least for me, is not about pantlessness, bootliness, or cleavageness. It's about the battle-readiness of such clothing. Again, if Isabela chose to wear those clothes while off combat, I would have exactly zero issues with it. It might be just a game, and I'm willing certain amounts of leeway due to gameplay and story segregation, but there are certain things that simply reduce my enjoyment of that game, and glossing over armor in sword and sorcery is one of those certain things.
