I was playing through Awakening when I noticed that Vigilance and Duncan's sword were glowing a strange blue color. I had a flame rune on Viglilance and Duncan's sword, so I checked the stats and saw that each blade had an effect called "Inflicts vulneability to damage" Anybody know what this is?

Never seen that. It's also not in the wiki.

You've got a telekinetic effect of some sort on your weapons.

The 'Telekenetic weapons' spell cast from a mage makes your weapons have that blue glow,  And the telekenetic property itself involves giving your weapons a higher armor penetration,  meaning opponents  they hit become more vunerable to the damage those weapons do.

But the info on the weapon should just say  "telekenetic", not "inflicts vulnerability to damage", so I have no idea what's going on in your game.

Sorry for the bump but I found a video that shows what happened to me and what the effect looks like:

That glow, and the effect is caused by a rogue talent called: "weak points" read more about it here.
