Sound Stuttering - Yeah, I've got it too

I'm having the (seemingly) common problem with sound, particularly speech, stuttering.  Sound is slow and dragged out and interspersed with static crackles and pops, and it usually cuts off before the end of a line (the sound is slowed, but the game continues on to the next line of dialog anyway.  I'm posting because the workarounds and fixes I've been able to find (sound acceleration, drivers, updating DirectX 9.0c) don't seem to be working.

I don't recall the sound being a problem during the opening sequences (Attack on the Normandy, Lazarus Project) - It didn't seem to become a problem until I got onto the new Normandy and was walking around interacting with the crew.  The game runs fine otherwise - there are a few minor hiccups, but nothing major or noteworthy.  Quicksaving and quickloading seems to buy me a little time - the problem disappears for a little while (anywhere up to 5, maybe 10 minutes) before returning.  I tried starting a new game to see if the intro worked normally again, and this time the sound stuttered like crazy during the intro, and the video got really slow - a few fps at best.

Fullscreen
High Quality Bloom, Film Grain, Motion Blur, Dynamic Shadows, Light Environment Shadows: All Off
All other settings at default, although subtitles are on.

Any help is much appreciated.
