TIM - Shepard im glad to see you, we need to talk
Shep - Yes we do
TIM - We have a great opportunity shepard, a chance to re write the mistakes of the past

TIM - X years ago you let the council die and then you and ambassador Udina did your best to take over the council, unfortunatly you failed then, humans gained control but it didnt change much we have the chance to re write that mistake.
Shep - What do you have in mind?
TIM - The coalition of fleets you assembled was wiped out in the final battle with the reapers our ships managed to slip away we still have a large force of loyal troops where as the council does not. If we move now no one could stop us.
Shep - How many soldiers do we have here because C sec...
TIM interrupts - you will have more then enough slowly but surely humans have been putting themselves into many positions within c sec they will not hinder you. I will tell the captains that the aliens have tried to turn on humanity they will order there men to wipe out the remaining aliens in csec as well as any specters on the citadel.
Shepard - Sounds good but what happens after.
TIM - We form a united Empire much like the protheans once were an empire which will be led by me and you.
Shepard - We better get started soon before the council can reorganize
TIM - I already have my private fleet waiting at the arcturas relay ready to jump to the citadel they await my orders.
Shepard - I want the Normandy to lead that fleet.
TIM - Well you better hurry up then
Shepard - I will talk to you soon
Cutscene ensues showing shepard and crew leaving the station and flying to the nearest relay.
Shepard stands in the bridge awaiting the jump when the team comes up to him.
Mordin - Shepard whats going on?
Grunt - Yea shepard where are we going now?
Tali - Im also curious...
Shepard - TIM has given me a new mission we are going to the citadel, their is about to be a major restructuring in the way the galaxy is run.
Mordin - How So? What are we doing?
Shepard - We Mordin? sorry this mission involves no aliens.
Tali - What do you mean shepard?
Shepard signals cerberus troops
Samara - What are we doing commander?
Shepard - We are taking over... Cerberus is taking over...
Garrus - WHAT?
Shepard - We are flying to arcturas to meet up with the cerberus fleet then we will storm the citadel.

Garrus - I will join you shepard, you are my friend and ally

Grunt - You are my battlemaster I will go where you go.

Samara/Mordin/Thane all start backing away from the group
Shepard signals the cerberus troops to fire
The three aliens drop dead
Shepard - Any more questions

Shepard - Good then get ready
Cutscene continues Normandy joins up with the fleet they go through the relay to the citadel
cutscene continues them boarding the citadel
Get to council chambers
Udina - Shepard whats going on
Shepard - Were doing something you failed to do all those years ago, Were taking over
Udina - What do you mean?
Shepard - join us or die.
Udina - fine I will join you.
Shepard - Good I didnt want to have to shoot you
Shepard and troops then continue to citadel cutscene happens showing shep and soldiers marching up the stairs to the council chambers.
Turian Ambassador - Whats happening
Asari - The humans are attacking
Salarian - But why?
Shepard - No time for answers, he shoots them all in the head.
Cutscene happens showing c sec and cerberus forces wiping out aliens left and right.
TIM is waiting shepards message, Shepard appears to tim on the holograph platform.
TIM - Has everything gone to plan.
Shepard - The councils gone, Udina has joined our side
TIM - Good, I will be releasing a broadcast to every species and planet telling them whats happened and what will happen if they dont submit.
Cutscene occurs showing TIM speaking his message across many alien worlds viewing screens.
Game ends with shepard standing over the bodies of the dead council
Now the real work begins...

The game allows us freedoms of choice and if we want our sheps to be evil we should be allowed.

1) The geth were basically forced out of Council space, and while not the best move, they haven't seen a resurgence of geth activity. They also don't have the resources to wipe out the Geth still beyond the Veil.
2)The Council actually listens to evidence provided by a quarian funnily enough. I think your misinterpreting politiccal distancing for racism.
3) There are ambassadors from the other races, and they can adress the Council when necessary. The Council doesn't make totally unilateral decisiions.
4) Wish you would explain what that meant.
5) remember, during the Rachni wars there were no turian peace keeper fleets on patrol. The krogan were necessary to stop the rachni. not pretty , but pragmatic.
5)The Council can't send a fleet after every threat, it assists where it can. But it does expect those who have fleets to defend themselves.
6) And yet humans were able to colonize a system in the Serpent nebula. The Berkenstock/stein system i believe. Very affluent i remember. The Alliance colonizes the Terminus because that's where the unexplored worlds are.
7) You are aware genetic egineering is relatively common in the galaxy in Mass Effect. now extreme engineering is outlawed, but they haven't outlawed it totally. There's a whole sub quest in ME 1 where you discuss it with an expectant mother. And so far AI's have proven for the most part to be incredibly dangerous, geth, the Presidium A.I., and the moon base V.I. that became self aware. They are aware of the risks and act accordingly.
8) Depends on how you define that. if you mean Saren getting into the Citadel, only Shepard knew about that. The fact that a Reaper led the assault on the Citadel, combined with an infiltration by geth didn't help.
9) The Councilors are still beholden to their own governments.

While I hate to play defense for the council, I think some of charges you leveled are not really fair.
1) The council isn't some cabal that decide fate for everyone. They are like a exclusive club for the big boys (Asari, Turian and Salarian). So it might be more fair to blame the turian or the asari for certain things than to blame the council.
2) Being racist toward Quarian isn't a council problem, it's not as if council official decided an official policy that fanned the hatred, it's more likely that everyone gotten pissed at quarian first and the council reacted to popular pressure.
3) Pushing human to colonize unstable region is actually the only solution. Other speices has been colonizing for century before human came to scene, the good places has probably all been claimed or settled, the council can't exactly evict people to make room for human.
4) Outlawing genetic and AI engineering might be stupid, but it might also be prudent. You lose some of the benefit sure, but you might have also avoided certain disaster. But then again if majority of the people are against genetic and AI engineering, the council might just following the people's wish.
5) The war with Rachni and Krogan proves that council can defend themselves, by various means (open warfare, diplomacy, subterfuge and what not).
6) In practical terms, the domination of the galactic space by a few council species might just be the natural order of things. If human + turian + asasri + salarian combo accounts of vast majority of galactic economy, scientific and military power, then effectively the council does represent everyone that matters.

The Citadel is a symbol and whatnot...Cerberus would have to take it and KEEP it...sure them taking it back would be hard but what and why would he do this? everyone would magically follow Cerberus? Everyone in the galaxy hates them and doing this would only turn more against humanity as a whole.
dumb idea. even worse if it happens. Makes no sense....Cerberus can take it over all they want but they're a relatively small force and they'll be fighting humanity (through the alliance) and the rest of the council races.

2. Quarians are not allowed to have an embasy. That is racist. Those who have made the mistakes of the Geth are long dead, but they hold a grudge against the current Quarians because they are quarians.
3. But they have no voting power, no way to fight a dicision, no other courses of political moves. The council decides everything, they just get to make requests of the council.
4. 2500 years and they barely got anything done. humans come on the scene and threaten them in not even a century of time.
6. I think the writers just dont remember what they are doing. How did a human colony appear on a perfect world in the Citadel cluster itself...
7. medigel is technically illegal. Genetic augmentation of soldiers are so limited, much better effects are not allowed. ai are hostile because organics are hostile to them first. geth were all nice and friendly till quarians decided to kill them all. and the ai on the citadel was hostile because organics made ai illegal. it wanted to leave because organics would kill it. it knew that it would never be allowed to survive if found out.
8. The citadel fleet was unable to defend against a geth fleet it knew was coming. Saren closing the citadel and Sovergein hiding the entire battle does not change this fact that they could not defend.
