The Council is an oligarchic empire. It's also, loosely, an influence/commerce/military extortion racket.
Probably the best (if least flattering) analog of it is as a racially-defined caste system.
Is the Council run Citadel space an oligarchic empire?

How the support of a group that can easily be best characterized as murderous, racist cowards can in anyway be considered “paragon” is beyond me.
While I mainly agree with the OP, I’d like to suggest that dividing people based on race (even if “every race” has a vote or seat on the Council) is just repeating part of what makes the Council such a despicable body.
We’d be better served, imo, if every nation/colony/faction had a seat on the Council.

Don't worry, the Reapers are coming, and they are going to make everybody equal. Equally extinct.

No, the batarians were a Citadel race.adam_grif wrote...
Errr, humanity voluntarily joined the council. The Batarians were formerly a council race,

LOL I doubt BW will go that route. Seems akin to Sir Arthur Conan Doyle killing off Sherlock Holmes.
You just know humanity is going to prevail and the kumbaya moment will be the canon one. Actually after the reapers are defeated galactic war would likely ensue in the power vacuum. The krogan and rachni beat all.

The Citadell races and Council are the powers that be. Their agenda is not to be good to everyone, just to keep things stable, relatively peacefull and profitable for the already rich and powerfull. Not perfect but if that is what you want this is not the right story for you. Yes they are greedy for power and wealth but they also want safety and prosperity for as many as possible, if only to make their own power more stable.
If you challenge them they hit back of course. And if you threaten them with total war of extinction they will answer with the same.
What is the alternative? Krogan warlords rampaging everywhere? Rachni eating everyone? Terminus warlords and pirates? TIMmys pipe dream of a even more unfair system with only one dominating race instead of three? Reaper extinction?

How about Weyland-Yuntai? "Building Better Worlds"
Just ignore that they are consistently portrayed as exhibiting the worst aspects of corporate profiteering, willing to sacrifice decency and human life in seemingly the pursuit of profit. In various portrayals of the Aliens[/i] universe, the corporation has its hands in all aspects of space colonization and research. The corporation has consistently ordered its employees and agents to attempt to obtain living xenomorphs so that they can be exploited as a biological weapon, without regard for their obtainers' lives.
I mean compaired to Council or Cerberus this isn't a really bad track record
