Let me try to explain. A video game isn't built by a single super-developer, it's built by several teams. You have writers, artists, programmers, sound engineers, level designers, etc. By necessity, some of these teams finish before others. Rather than sit around and play beer pong (although I hear the writers drink martinis), the teams that finish their job on the main game can start working on DLC. As more teams finish their job on the main game, they transfer to the DLC projects. Eventually, once the game has "gone gold" (i.e. it's finished and copies are being made/shipped), everyone is free to work on DLC projects (and drink martinis). Since the DLC is of considerably less size than the main game, it doesn't take nearly as long to create and can usually be made available on release day.
