That doesn't mean they can't restart hostilities.
They simply scribbled some ink on a piece of paper. If that paper said they would never engage in hostilities again that means nothing to them if they didn't explicitedly agree to those terms verbally. I doubt they did because that would violate the Qun. I think they would be held to an verbaloath, but not a sheet of paper. And even if they made an oath would the oath be for all future qunari or just the ones alive during the time of the oath. Can I honestly make an oath and expect my great great great great grandson to abide by it. It is my oath, not his.
This piece of dialogue shows that, at one time, a Qunari did lie. The terms of the treaty are actually irrelevant because it has been proved in a different way. However I still need to see the source where Sten claimed Qunari never lie.HiroVoid wrote...

He never goes so far as to presume that he can speak for every single qunari. He makes a point of staing that generalizations aren't accurate. He talks more about what the qun prescribes and not what individuals personally think or do.
But to get back on track, what is the lie you are referring to? How did the Antaam lie?

And treaties...from what i read about the qunari they are not the type to believe in them in the first place...and they didn't lie,not really...they just told the humans what they wanted to hear

If all the paper said was "we agree to stop fighting now" then there is nothing to break. The did stop fighting now. And now, they're going to start fighting again.
If all it said was "we agree to stop fighting" again, there is nothing to break. They did stop fighting.
"I agree to give you $100". Two days later, I ask for it back. did I break my word?
