I think when Garrus is talking about fringes, he is talking about those around the neck as opposed to on top of the head. Looking again at the pictures, the females have much bigger stuff around/behind their necks than males do, so perhaps that is the elusive fringe everyone is looking for?
Dunno. They aren't really bigger so much as, since that's all there is, it's more prominent to us. Males have where the cheekbone/plate extends back past the mandible/flap. Then she has a...horn? Guess that's the fringe? (lol..."impressive."

) But it's equivalent to a male's, save for having a slight wave/curl. In the 2nd image it looks like it could be an extension of the eyebrow plate (but I chalk that up to DH's inconsistency).
I guess all I can say is: So much for evolving plates and fringe to protect themselves from Palaven's heightened radiation. Doesn't look like she even has plates along the back of her neck.
Still hoping this is just a woefully deformed/heavily injured (by, say, fire and rabid varren) turian and not representative of what female turians look like across the board. Even amongst the panels the art is inconsistent (common with DH's ME comics). I'm at the point where I just throw my hands in the air and hope BW produces something better for the game or that there's an explanation for her appearance further along the story. Or something. Dunno.
