Unless you go by David Gaider's
statements, RtO actually shows that Cailan was quite loyal to Anora
since Eamon had been trying for a year to get him to leave Anora and
apparently Cailan had been quite forceful in denying Eamon..
I usually go by DG's statements as he's well... the source of lore more or less. Anyway, I never played Return to Ostagar, so I don't know what the actual story of Cailan leaving Anora for the Orlesian empress is. I do know however, that Loghain sees this pretty much as treason. Hence the reason for him to abandon Cailan at Ostagar. Or one of the reasons that is. Even though Cailan may be very loyal to Anora, Loghain doesn't actually know this. He just sees this "doom scenario" of Cailan divorcing his daughter and marry an Orlesian empress (the enemy).
Anora is not all-knowing. She pretty much rules the nation instead of Cailan, but it's more likely she is not aware of the communication between Cailan and the Orlesian empress. Fanstories are nice and all, but they are not a legitimate source so to speak. Besides. If Anora is the one suggesting the communication with the Empress of Orlais, she would be stupid as she knows she'll be replaced sooner or later and that's not what she wants. She wants to rule Ferelden in her name as Queen.
So it's possible that Eamon suggests it and that Cailan refuses, or that Cailan comes up with it himself. All possible. Regardless, Loghain is aware of this one way or the other and sees this as threat.

The Guerrins and the Couslands are the two most powerful noble families in Ferelden and most assuredly would have wanted answers as to what the hell happened.
Interesting how both of them got taken out prior to Ostagar isn't it?
But how much can be blamed on Loghain for this? It was Rendon Howe that got rid of the Cousland family. It's certainly possible that Howe hired the assassin (Jowan) in the pretence of acting on Loghain's behalf.
Remember, Loghain does not come up with the idea to send the Crows after the remaining Grey Wardens. Rendon Howe does that. Loghain is far from a good character clearly abandoning the King's troops at Ostagar, but it is Rendon Howe that poisons Loghain's mind.

Poisoning Eamon is one of the few things that is definitely Loghain's fault. Assuming Jowan told the truth about meeting Loghain face-to-face, of course. Although, I heard that Eamon was never supposed to DIE, just stay sick. That elf spy in Redcliffe was there to keep an eye on Loghain's condition. If he got worse, he was supposed to contact Loghain, who would send an antidote.Mystical80 wrote...

Maybe he just wanted him out of the way for a while, but not permanently.

According to Gaider, the poison was only meant to incapacitate Eamon and not kill him. Loghain wanted him out of the picture in preparation for a showdown with Cailan over the Orlesians. Since Eamon lives after the demon is dead, it's not the demon who was keeping him alive. That was just what Teagan and Isolde thought. Of course, this is Jowan we're talking about, so a botched job would hardly be a surprise. Gaider also said that if Eamon had to die for Ferelden, Loghain would not have shed many tears.
