And I would just assume that the child of the second most powerful man in the nation would be raised in such a way that they know how to run things as well. After all, when your father and older brother leave, you're left to, ummm, run the teyrnir. It's not quite the same as, say, your parents leaving their kid alone for the weekend. You are left to run a major territory with a skeletal army. I cannot imagine you HAVEN'T been trained.
You're being left at home to run a basically empty castle. My impression from the HN origin (its been a while since I played it) was this was your first time in a leadership position and you were sort of being eased into it. In fact one of the dialogue options with Mama Cousland was asking her to stay and help you run things as you weren't sure you could. But all that is besides the point- in my opinion the training is nowhere near as useful as you're making it out to be, frankly. This is as someone who has been thoroughly educated in leadership and organizational management.
Have to weigh in here. Yes, world experience matters but so to does training (and not necessarily education in the classic sense). The importance of the 'training' and exposure to politics and governance of the HN by pappa and mamma Cousland should not be underestimated. They were raising their children to lead - to govern - and that skill set and surety of role is a far cry from organizational dynamics. The knowledge picked up around the dinner table alone would be considerable. The HN or DN origin warden would WANT to lead because they know how and they were raised to ... they would see it not only as a responsibility but a birth-right. But I believe it is also safe to assume that our HN warden has a nascent talent for the task ... despite all that I have read on these forums about the elder son inheriting the land and title, Dairren reveals in conversation with the soon to be HN warden that they (the warden) are thought to be a more likely candidate to inherit the teyrnir than their elder brother, Fergus. Even if only idle self serving gossip, the HN clearly has earned the attention and respect of the Ferelden nobility for their talent. If playing an HN, your character is known by face, family, or reputation to all of the major noble figures (side bar: even if Eamon seems blithely unaware). Running a terynir is not the same as running an empty castle and any 'easing in' would not occur with the country facing a blight. The fact that mamma Cousland is leaving (even though you have the option to politely ask her to stay) demonstrates the Teryn's complete confidence is his younger child to run a region and, if necessary, organize and rally troops for its defense.
So, when Wynne gives advice to the HN or DN about how to lead or conduct yourself she is demonstrating one of three things: 1) that she is completely out of touch with Ferelden politics, 2) that she believes she is more competent than the late Teryn of Highever or King of Orzammar to educate his potential heir, or 3) that she believes the warden is incapable of considering all inputs and making choices independently ... which doesn't really say much for her supposed faith in the warden. And yes, Wynne IS entitled to have input as well however it is her accusing tone and potential manipulative intent that is problematic. Like someone mentioned above, she tries to kill you for just hearing Morrigan's opinion on the fate of the Circle.
