Nobody ties them down and forces them to agree to make DLC to co-promote with another big game release. It's a simple marketing concept with two popular releases to help co-promote them. If it helps boost sales accross the board then all the better. Bioware gets to promote Dragon Age 2's future release in Dead Space 2 and Dead Space 2 might attact gamers who have yet to look into the games. Everyone gets more people checking the games out that would not have normally looked at them. All is good.
That implies that Bioware has something that it doesn't,the ability to decide if they want to do a cross promotion with Dead Space 2. They are owned by EA just as Visceral Studios is and as such do take orders from EA. If EA told them to make something that would promote Dead Space 2 to fans of Dragon Age(or Bioware fans if you want to generalize it),then I believe the most they can do is decide how to do it.
In this case they decided to make a armor that you can unlock by getting DS2 new. It works for them in my case as it encouraged me to check out the DS2 demo, find info on the game(I like the fact that it has NG+) and reserve it at Gamestop(want the pre-order bonus and that where I get all my games). Would I have done that if I hadn't known about the Armor promotion,no. I would have likely ended up buying it used along with the first one during one of Gamestop's buy 2 used games and get 1 free promotion in the Summer.
So now I will be play a game that strangely feels like a weird love child of the Mass effect and Resident Evil series and be able to enjoy having the armor when DA2 is released.
