in my second playthrough of Mass Effect I chose to be a Vanguard, and chose to get sniper rifle skill as a bonus power(got the 25 kills achievement) and i was wondering, will this ability carry over to Mass Effect 2? ATM i am at the begining of ME so i won't be able to check any time soon.

Simple answer:
No,it won't. Combat systems between the two games are different, no abilities or skills transfer from the first game to the second. You'd have to wait and take Sniper Rifle training as a bonus weapon, instead of the M300, during the Collector Ambush mission in ME2 if you'd want to use them as vangaurd.
