Did General Williams Found Cerberus?

Isn't General Williams called "the Man"? I think is pretty obvious that Harper is going to start working as the "invisible hand" of Williams and ear the nickname of "Illusive Man" in the process.
He may or may not arrange for William's death or manage to put him "in disgrace" in the military.

"The Man" is a military jargon for "commanding officer".
Other than that, on the page next to the preview it is revealed that it's been Gen. Williams who personally took pains to arrange Jack Harper and his few followers' arrival to the war zone, plus some quick training. He also shares his bottle of something that can't be orange juice with Jack, which kinda signifies that they are on friendly/unofficial terms.

I'm still convinced (in my wee-mind) that the next DLC will be Alliance/Cerberus with VS as the sub-plot.
As far as the comic; Williams was reluctant to withdraw but had to. Did the comic hint that Jack's group was the catalyst for Cerberus? I dunno...he does mention "the cause" early on. I would venture a guess and say that Williams had prior knowledge of Jack's rise through, or promotion to an Alliance Black Ops organization, not fully aware it would evolve into Cerberus.

Seriously, though, I wouldn't idealize Cerberus by such a mushy stuff. Sharing booze with Williams in his bunker is one thing, big politics is another. And in big politics Cerberus is behind Terra Firma, which, I'm sure, is the reason Williams' name has got such notoriety over the years (which is in turn the reason Ashley hates this party, although she "ain't a fan of aliens" herself).
In the interest of tying and 'marrying' everything to everything else (bleh!) then Rahna becomes one of the big (and as yet 'unknown') lieutenants of Cerberus.

The Kaidan fanbase would likely implode if Rahna showed up. It's generally agreed upon that she was a device used to expose aspects of Kaidan's personality and that bringing her back for any reason would seem extremely forced. If they could pull it off in a way that seemed realistic and not at all forced, I'd be interested to see it; it's just difficult for me to believe that they could actually pull it off.
