I'm just saying that that's what's necessary for a fast joining of the Council. There's definitely talks about how the hanar will be joining the Council, and it may be that the rate of Council-joinings is speeding up in the wake of humanity's rise.

I imagine at least one other race will be ascended if only to break deadlocks.

With two members it isn't that hard to reach an agreement.

WIth three you can fall on a majority vote by just getting two to agree.

With four though... it's not as easy. Politics starts getting complicated. Two can easily agree and deadlock the system.

With five you get two pairs to agree and then the fifth member casts the final vote.

But the real kicker is that my Pro-human, Pro-Cerberus, Shepard (with Genocidal tendencies mind you), could completely see fit to making her his Pro-Human, Pro-Cerberus, Empress (with genocidal tendencies) once he takes over the galaxy and proclaims himself Emperor. I mean a fitting wedding gift could be 1000 dead turians and she would be cool with it.

This would be an amazing plot-twist in my opinion.

Personally, I'd love to see it (with .. y'know, change of rank and everything) see TIM be arrested and that Cerberus joins the Alliance once again as a covert group like the Salarian STG.

No, their freedom and autonomy is what gives Cerberus their edge. It sets them apart from their rivals. If we chained them up they'd lose their effectiveness.

I know that.

Be aware that this comes from purely an Alliance fan and a "tree-hugger" who is bent on galatic peace and rather then war.

But they went rogue, they look bad to society. If they joined the Alliance, got a new name, and offically were supported by the Alliance with although less freedom and more humane methods, I think it would be more pro-human more then pro-themselves.
However, if the theory is correct that they haven't gone rogue and are mearly just tools of the Alliance, that's also cool. :P

That's not necessary for fast joining the Council. That's what's necessary for joining the Council period: the Volus drew up the galactic economy, are the third-oldest race on the Citadel, and actually own and pay for a majority of some Turian conflicts, have no bad history, and have been undisputed contributers to the Council system before the Turians were even known, and they still got nothing.

The requirement for joining the Council is a war machine, and the Council takes every step to dissuade, hinder, and legally bar the development of a war machine by component races.

I must say, it this depth that draws me to the Mass Effect universe. Most others don't go into this level of detail or follow such realistic logic in establishing the structures that govern their universes. I find the Council very believable for this reason.
