You don't have to pay to play Legends. There is just stuff you can unlock with real money.

so whats the point in playing the beta if you dont get the dlc items until the full version comes out? just to play a buggy flash game which will erase my save when the full version comes out? i have enough ways to waste time without a storyless click-crap-click-crap-click-died game.

you must do certain things in legends to get the items but as of right now you CAN NOT GET THEM. So dont worry.
