When I go to the transport terminal all the locations are grayed out. I can only select "return to normandy" and "request new squad mate". I can physically walk to the different levels on the Citadel but all the terminals give me the same thing. You can't even walk to where Anderson/Council are so I'm stuck.
(If it matters, I'm very early in the game, only completed Freedom's Progress and Mordin's recruitment mission.)
I have played Mass Effect 2 on the 360 before so I know this isn't normal unless something has been changed in the PS3 version. My only guess is I haven't progressed far enough in the story to access the council but that doesn't seem likely since the terminals won't even let me go anywhere else.
I know this is a minor thing but later when I need to do Garrus loyalty mission I can see this being a bigger problem when I need to transport to the warehouse. This may sort its self out by then but I dont want to risk playing that far just to get screwed over. Can someone please help?

Did you walk through the main entrance and have your status adjusted by Bailey? That's what frees up (most of) the other options.

Yes, that was the first thing I did once I got through the security checkpoint with the turian.
