"The Cerberus Daily News will begin a hiatus on January 24th, finishing its run of one full year. Daily postings will cease except for three weeks in 2011: a week of posts will precede a downloadable content release, and two more weeks will lead up to the release of Mass Effect 3. "
This apparently suggests that there will only be one DLC that will bridge the gap between Mass Effect 2 and 3, story-wise. Now, since we've been practically told that Mass Effect 3 starts off with Reapers already destroying Earth ( and possibly other planets, too ), I'd find it hard to believe that a DLC about a Human-Batarian war can lead up to Reapers invading.
Also, the CDN out-of-game announcement suggests that regular postings will cease on 24th of January, then a an undetermined hiatus, then a week before the DLC. This seems to suggest that the soonest date at which DLC-related postings will begin is after regular CDN posts end on the 24th Jan.

Seeing as how BDTS and ME: Galaxy focused on this, I always thought there'll be a DLC on this

However, it doesn't even need to be an indication of a new DLC - it could just be to part of the setting of ME3. For instance, if the Batarian Hegemony and the Alliance go to war, it would make for an interesting impact in ME3 when the Reaper invasion begins. How you settle the war and gain Batarian help could be a major point in ME3. As stated above, the Alliance Navy could even be away from Arcturus due to the war when the invasion comes.
Or it could just be a DLC.

How about this for a theory: Batarians are causing trouble, things escalate and both sides get closer and closer to war. In a last-ditch effort, the Alliance decides to send in a diplomatic team which gets abducted. A member of said team's security detail is *drumroll* Ash/Kaidan!
Anderson contacts Shepard, Shepard puts on her ass-kicking face, the resulting rescue operation gets it's cover blown, the Batarians retaliate for a perceived attack, Alliance returns the favor, the Council races get drawn into the conflict. Final scene show's a dark nebula, suddenly there is a reddish-orange flash. Then a second one, which illuminates dozens of familiar silhouettes.
