Is it possible in ME1 to beat the game with a character, restart it to get the early game charm/renegade points, and then restart it againg to do a full playthrough and keep the points you just got?

Or do you have to beat the game to keep the points?

Im not entirely sure what you mean but... If you play through ME1 and restart by reloading a character you have already beat the game with you will be forced to keep the same class and general info and will start the game from scratch with the points and equipment you finished the game with.

As far as i am aware you cannot re-allocate your charm/intimidate points from scratch but you will keep the same amount of points on the second playthrough as you had on the first.

No, no, no.

I already beat the game once, and I plan on doing a second playthrough with the same class and everything. However, when I played a new character earlier, I was not able start a replay character with it (assumably because I did not beat the game with him)

So what I'm asking is, If I start playthrough #2 with my character that I have done one playthrough with, and play up until I get some charm points from becoming a spectre, will I be able to start a 3rd playthrough while keeping any skill points from my second (even though I did not complete the game in that particular playthough)

No. You can only start a new play through with either a freshly made character or one that has beaten the game. The 'Enter Existing ID' option will only see your first completed game.
