I downloaded the Steam version of DA:O Ultimate, registered the game in my profile, and entered the promo redemption code. However, after loging out/in and even restarting, no DLCs appear in my registered game promotion list.

Make sure that the daupdater service is running: DAUpdaterSvc.Service.exe
There are about 1023921 threads that cover this problem here, so I guess you'll find a solution. :-)
Try these for starters:

Thanks. However, from my understanding, the DAUpdater synchronizes the DLC I have on my registered game promotions list in my online profile with the DLC I have available in the game. Since It shows no DLCs as being registered in my profile, even after I used the promo code that came with the game, the DLCs in the game continue to say unauthorized.

So you you have entered the DLC promotion code, but the entitlements page tells you that you don't have access to any DLC anyway?

Did you have a previous version of the game installed at some time or another?

Okay.  Do the DLCs appear in the game itself?  Under Downloadable Content > Installed Content (Tab)?

If not then something was funky with installation-- and posting your system specs might help.

If so, but it's not authorizing, and the other posts on the forum don't help, your best bet might be  to contact EA customer service directly... help.dragonage.com.

EDIT:  Ah, just noticed... Steam.  I seem to remember seeing posts about some issues with Steam and where it places folders on the hard drive.  You may benefit from doing a more extensive search of the Forum using Google.  Some wise types online here suggest directing Google to search the forums, wiith a search term like:

site: social.bioware.com steam ultimate edition

Thank you. They did install into the game, but won't authorize. I have tried the methods the other posts suggested, to no avail. I will attempt contacting support directly, as you suggest.

Edit: I will try searching with google.

Just noticed a mistake I made... no "space" after the colon. It should be

site:social.bioware.com steam ultimate edition

I have this issue with the ULTIMATE except that i own the disks. This was installed onto a fresh XP drive with all updates and all up to date drivers.

I am seriously giving up on this now and have already vowed to never buy anything with EA/BIO on it.

If i have to troll through thousands of pages of crap and mi****s to get a game to work then they do not deserve my money.

EA has lost lots of customers with this game and i seriously hope they never come back. I wont. If i get teh game to work fine but i am starting to lose the will to mess with the game after a whole day lost on it now. I have been trying for a good 18 hours broken up into two sessions.

I have installed the game three times now. 2 on Win 7 and once on XP. Each install is at least 30 min on my sytem. I get the same problems on BOTH OS's.

I redeemed both codes for the ULTIMATE and can see that i am authorized to use them on the social bio site and can even download the updates manually. But when i try to log in the game it says that i need to contact EA customer support.

I see the DLC's are enabled but not authorized since i cannot log in the first time to authenticate.

This is really pissing me off now and i have spent a good chunk of my week end messing with this piece if crap.

EA/BIO WILL NEVER GET ANOTHER PENCE OF MY MONEY. The write up on my site is not going to be nice and i am going to advise anybody and all gamers to avoid EA like the friggen plague.

now feck off EA...good bye.....i wasted enough time and aggravation on your stupid game that does not work not even when it is installed out of the box.....you deserve all the customers you will lose over this fiasco.

Look at the thousands of people having problems with thisgame. Its is not our issue.

I am going to explore a class action suit here in the UK with my lawyer on monday. I am going to document another install and setup with the video camera today for proof that this game does not work right out of the box WITHOUT some major tweaking.

****, you people really know how to ****** of your paying customers dont you?

Magnag >_> quite frankly, If you aren't in the thread to help, don't start preaching about your woes here.

You've already made a thread for it, albeit completely pointless, but starting to go into other peoples help threads and posting it is not helpful for anyone, At all.
