You do not need a BSN account to validate DLC. You do need one to access some of it and unlock new DLC.
DLC is tied to your EA account and can't auto-transfer. EA live support is able to manually transfer entitlements between accounts.
I am not sure EA's support could find a needle in a stack of needles if they had somebody else do it for them.
