--Shepherd- Soldier--
Heightened Adrenaline Rush (4)
Concussive Blast (4)
Disrupter Ammo (3)
Incendiary Ammo (2)
Cryo Ammo (1)
Commando (4)
Heavy Fortification (4)
I prefer aggressive combat and I make constant use of Heavy Fortification and Consussive Blast. I rarely use Heightened Adrenaline Rush (IMO kinda pointless) so I was thinking about switching it out, but I'm not sure. I use Jack's Squad Warp Ammo for my ammunition and rarely ever change it. I prefer to charge up to the front and mow everyone down with my Revenant Assault Rifle. If enemies are too powerful or far off I switch to my Incisor Sniper.
--Garrus--
Area Overload (4)
Concussive Shot (2)
Turian Renegade (4)
Armor Piercing Ammo (3)
I make constant use of Overlaod and I always make sure Garrus as AP equipped before moving into combat. I don't bother with his Concussive Shot because Shepherd has it. I was thinking of switching him out, but I like to combo Area Overload with Heavy Shockwave and then Concussive Blast.
--Jack--
Heavy Shockwave (4)
Pull (2)
Subject Zero (3)
Squad Warp Ammo (4)
Pretty much my favorite powerhouse, I love Shockwave and Squad Warp Ammo! I always equip Squad Warp Ammo at mission starts and I constantly use Heavy Shockwave in combat. If I was going to switch her out I would switch shepherds bonus power for Warp Ammo most likely.
So basically I'm just wondering if I should keep who I currently have or switch them out? I would switch Jack for Samara or Miranda and Garrus for Legion. Help would be greatly appreciated!

Hardened Adrenaline Rush - better with Revvy.
Concussive Shot - Not really needed, but there will be spare points.
Disrupter Ammo - lvl 2
Incendiary Ammo - lvl 2
Squad Cryo Ammo - This ammo power is underrated
Commando
Heavy Fortification - It's usually not recommended, but fine if you want to use it.
--Garrus
Area Overload
Concussive Blast
Turian Renegade
Armor Piercing Ammo - zero points / uncessary to put points into playing as the Soldier class
--Jack
Heavy Shockwave
Pull Field
Primal Adept
Squad Warp Ammo - zero points / Squad Cryo is a solid choice
--Samara
Throw lvl 2
Pull Field
Lvl 3 class passive
Area Reave
--Miranda
Area Overload
Unstable Warp - 9 second cool down
Cerb Leader
Slam - one point
--Legion, not sure what's best, but you could try this:
Improved AI
Drone - zero points
Assassin
Improved GSB
Since the Revvy has such a huge clip, Hardened would work a little better. And squad cryo is awesome, especially against Husks, so the other ammo powers from the squad would be unnecessary.
But, Heightened is solid for weapons with lower Thermal Capacity like the Sniper Rifles and Mattock, and seems to feel better with the Revvy, also you get that damage resistance for health.
What do you think?

What difficulty (since you bring up Heavy Shockwave as good), and what Collector Ship weapon did/will you pick? Those two things will definitely change how you should build your Soldier.

Hmm.. I'm rather curious why not Warp ammo? And I could easily do without Fortification, so whats another good choice?
I would suggest Heavy Warp ammo instead of Heavy Fortification then.
With Commando, that ammo power can do slightly more damage with the 15% power damage bonus on Shep, than using the Squad version of Warp ammo on Jack, and the build I suggested, makes Jack a better Pull-bot also.
What difficulty are you on by the way? I forgot to ask also.

Well since Shepherd is going to have Warp Ammo I'm going to kick Jack out. I don't absolutely need shockwave, so whos a good replacement?
I am also on Hardcore difficulty.

Squadmates are really optional for the Soldier.
In my case I go with Garrus (Renegade passive), Zaeed (Warlord), and Grunt the most, usually with Vindys (and the Incisors if I want to fly through fights) for the first two, and the Pureblood passive and Vindy for Grunt.
I sometimes mix in Mordin and bring Kasumi when I want to trivialize Harby, with the others mostly for their LM's only.
Then for the final battle, I tend to bring a loyal Kasumi and loyal Tali to keep the Collectors busy, as I focus on the H-Reaper.
Edit: I've been running through Insanity, so my suggestions should work on Hardcore difficulty.

The way I see it with Soldiers, you always max AR, passive, 3 Ammo Powers and tack on a 1-pter.
For Revenant Soldiers, you typically want Hardened AR so you can more bullets off under AR, plus you will probably take damage in closer-ranges so you want to be able to do that. Passive should always go to Commando. With Ammo Powers, I personally prefer two Squad evolutions and one Heavy evolution, though two Heavies+Squad will work. Combos include Tungsten/Squad Disruptor/Squad Incendiary, Inferno/Squad Disruptor/Squad Cryo, Inferno/Squad Disruptor, Squad Warp. For Revvy soldiers I prefer the Tungsten and Inferno+Squad Cryo ones, but honestly any setup works. The Soldier could get through without ammo powers; it just makes it a whole lot easier. If you use your bonus power on an Ammo, then take Concussive Shot as your 1-pt (obviously), otherwise, Slam and Neural Shock will work as bonus powers (or stick with Concussive Shot to go vanilla).

Miranda is best overall squadmember for soldier in my opionion - overload/warp for defense stripping and passive damage/health bonus to the squad.

Also if you really insist on using a Protection as a bonus power, go with Barrier or Geth Shield Boost over Fortification. With upgrades it has a lower cooldown time (by a couple of seconds.)

With my current build I'm mowing down the competition on Hardcore. I actually laughed at how easy the Geth Colossus was... Well I might use Miranda on a future build, but for now I'm sticking with what I have.

They use Cryo, I use warp, and we mow them down. I overload the shields, Reave them, and destroy the rest with the Revvy. Due to Cryo I really don't have to do much to enemies though, lol.
