Is there a mod which makes the shapeshifter's werewolf form as it should be. Not powering it up (more than it was supposed to be - like a normal werewolf), not enabling spellcasting in wolf form, just proper shapeshifter?

Yes Sword Coast Stratagem's has a component to improve shapeshifting. For Tutu players, the "lesser" werewolf form starts at lvl 1, upgrades at lvl 7 and 13 and is usable at will, with the greater werewolf having proper +3 paws and regenerating (though not as fast as Weimer's rebalanced shapeshifter).

It does so by creating "symbolic paws": if you equip one, you instantly shapeshift. Other than that, the effects of the shapeshift are largely the same as previously, though some of the ability score and attack bonuses have been tweaked slightly. Note that shapeshifting still blocks spellcasting.
Still an item equip thing

Besides, it never made sense that an innate ability of druids could be blocked by (say) silence. Other kit abilities like berserker's enrage shouldn't be blocked by silence either... but it's apparently hardcoded that only the vocalize spell can be cast through silence.

aTweaks says it can make these innates uninterruptible. I've never tested the abilities under effect of silence, but I trust aVENGER to do this job.
Unfortunately for the OP I believe that the aTweaks component for shapechanging and the SCS one are incompatible.

Yes, I found out to my amazement that my Barbarian lead character couldn't enrage herself while being silenced. Which is very un-logical, from a character's point of view (or do you need to yell out loud to enrage yourself?). Do you know of any mods that have tackled this limit?polytope wrote...

Quite apart from the dispellable paws bug, I actually quite like the fact that changing form doesn't cost a druid their casting action for the round. It makes shapeshifting a bit more responsive. (YMMV, of course.)

That Barbarian I was talking about has aTweaks Instant casting for warrior innates: v3.03. When silenced, she waves her sword a bit, but doesn't get enraged. Seems aTweaks sticks true to the real world experience that a fair amount of shouting and screaming is needed. So I shouldn't make the mistake of sending my lead character into battle against a mage and throw a silence on top of it 'cause it won't affect her anyway'. It does.
You might wonder though, if it's shrieking more than shouting in the case of a female barbarian. Sort of like the germanic wailing women at battles?

Perhaps I didn't give the best example, but silence should definitely not block all innate abilities... An assassin coating his weapon with poison would presumably want to be silent about it.

Taimon - or some modder more knowledgeable than I about the engine - might fix it.
If you see enemies casting when silenced they're probably innately immune (some liches for instance) or using ForceSpell() - which is uninterruptable by anything.

Requires the shouting/ screaming or requires shouting/ screaming and being able to hear it? Screaming into a pillow can be just at cathartic hehe... The point of the class ability is that they get pissed, not that they communicate this state audibly, no? In fact, discovering that they'd been silenced might enrage them further, no? Maybe I just don't know enough about the classDMWW wrote...
