I'm having difficulties with my DLC for Mass Effect 2. All my content are present on my console but they do not appear in-game. The game does not say they are corrupt, they are treated as though I never downloaded them. I've deleted and re-downloaded them multiple times, but to no avail. I downloaded some of these at a friend's house, and I did the license transfer, but nothing helped. Can anyone help me?

All the relevant boxes in ME2 have been ticked I take it such that the game does recognise that the content is available, correct?
Without knowing what dlc you downloaded may I suggest that perhaps you just haven't met the required conditions to access the content.

I'm having similar issues myself. I sent my original xbox for repair and they sent me a new one. I was give instructions on how to re-download my dlc so the licenses transfer, but only some of them did. I cannot load a save game because it says I'm missing Overlord and Kasumi even though I've re-downloaded both at least 4 times now. XBOX support says to just keep re-downloading them.

I can't remember but...aren't there two ways in which to download dlcs? I.e., from the XBox Live Marketplace or from in game. If you've tried one have you tried the other? Might be worth a try.

i just bought the collectors edition from walmart new {big mistake} and the collector Armour code doesn't work

Are you connected to Live while you are playing the game? A big problem about the Marketplace content licenses and license transfer, is, well, they don't work very well. Even if you do manage to get new licenses for content tied to your console, often times, it wont register because the content can be tied to Live.
Also, make sure that content you downloaded is actually tied to the email that the Gamertag you registered is under.

Turns out I need a higher-up to do an additional rights transfer for my dlc to my new xbox.
