let me first say that i didn't dislike any of the new characters, and that i found the backstories of them all(minus jack and jacob) to be very interesting.
however, my favorite new character was samara. i just find something very intriguing about characters that are several hundred(in her case almost a thousand) years old. the amount of experience and insight they have is something us shorter lived species can only dream of. that was part of why wrex was my favorite character in me1(well, tied with garrus) as well.

My favorite would be Kasumi, I think she's got a cool perky personality when you talk to her on the ship plus how she calls Shepard "Shep".

I also liked Kasumi a lot, I thought she was very funny and personable. Too bad you can't have dialogue with her on the Normandy (although I like her comments too).

I can't pick just one. I do think all three are Too Cool to Live, though, and for a default unimported Shepard they'd all be dead...

Mordin, no question - that guy is so seriously awesome there are no words for it. And his storyline really makes you think - brilliant.

It's been about a year now. I don't know if we can STILL call them 'new'. I'm actually getting quite used to them by this point.
In any case, I liked them all in their own ways and while I still missed Ashley and Wrex most of the newbies certainly got my attention and appealed to me. As for my favorites though:
Legion, Grunt, Jack, Mordin, Thane and Samara.
Legion I liked because he's so awesome and mysterious and unique and gives 'voice' and perspective to the Geth side of things which I thought was great. I liked Mordin because of his eccentricities and singing, Thane was just so dark and awesome and tragic and Samara.... had great 'assets'. Nah but seriously she was awesome in her own way, that and her loyalty mission didn't involve shooting stuff which is a plus.
Finally as for Jack and Grunt well, Grunt's no Wrex but he's endearing like a little kid of an excitable pet so he's great fun to have around as the 'new Krogan' so he has his place. In fact I actually ordered a Grunt figure from the Bioware store a while ago, and thus far to process involved to finally recieving it has been a mess but still....
Finally Jack, I love tough women which is the reason I loved Ashley in the first game and for some reason Jack's 'go to hell' attitude combined with her sad tragic side made her a character that greatly appealed to me. In fact recently I did a playthrough where I romanced her because even though Ashley remains my 'default', Jack was hard to resist.
As a side note, after Garrus and Tali, Jack and Grunt are actually my favorite team to bring with me to places. I always figured those two would like each other.

I really can't pick just one. Something just screams 'Thane!' 'cos he's an LI 'nd all, but I found Miranda to be awesome (even though I was kinda scared of her after seeing her CGI trailer), and I can't seem to find enough words to describe how great Aria is (despite not being a squaddie). I also am attached to other characters and squadmates, and I find them all interesting in their own ways even if they're not my favourites.

Miranda - unsurprisingly. I've never been a fan of a character of a video game character before - and I've been playing video games since they exist. She's the kind of character I've always wanted to see in a game, and never got - competent, detached...and enhanced. Too bad she was marketed as "perfect", because she isn't that, and it keeps her from being boring. I wish I could have her as the protagonist.
After that, Legion. They've made a good attempt at creating a reasonably alien mindset with it/them.
And Mordin. Smart, thoughtful and funny. Pragmatic but with none of the casual disregard for life that seems to be the hallmark of most Cerberus undertakings.

Well, it boils down to a tie for me. It's really hard to pick just one, but...

I love the build-up to when you first meet him as you hear such interesting descriptions and then there's this fast talking Salarian genius with an awesome gun. So much love.
My other favorite: Kasumi Goto. I think she is fabulous. She has a great since of humor, great depth despite the fact that you really didn't get to talk to her much. She had me when told the story of the slaver girl she rescued (the genius who did the painting). Couple that with the fact that she loves books...
Honorable mention goes to Legion!

Definitely The Illusive Man. In terms of the new squadmates, however, it's tough to say, as I consider myself a huge fan of each of 'em. I guess it'd have to be Thane, Grunt, Miranda, or Jack.
