He is referring to their underside, not the top. Best I can remember, we don't really get a good look at any Reaper bellies.
On a separate note, all this talk of machines in machines has conjured simultaneous images of Gurren Lagann and nesting dolls.

Well towards the end of ME2 when we see the Reapers traveling towards the milky way, we get a quick glimpse at some of the Reaper "Bellies" and from what I saw, they do not look much different from Soverign's. Furthermore, they do not have any distinct characteristics that would say "Hey! This Reaper came from this species!"

I wish BioWare would just say what this is. Maybe ME3 asks that for us and answers...

Maybe the Reaper larva is put inside each reaper shell which only differ slightly hence making the general shape the same for all Reapers, but inside being a different matter.

I always thought of the species-shaped part as just being a particularly stylised AI core with mobility so it can defend itself if the outer hull is breached or boarded. The 'brain' of the Reaper, so to speak.
