Limits them from casting certain spells and helps marginalize them. The pain they suffer from having their mouths closed is their punishment for being mages.
I don't know if punishment is the right word; I doubt the Qunari are so spiteful. From what I understand, they don't blame mages for being what they are-- they pity them.
And then proceed to treat them worse than cattle. As a safety measure.

Yeah, you can see it here, and it's on Viscount Deadguy's cape as well:

Though the BioWare store calls it the Champion's Mark on the hoodie they sell with the design.

And yet strangely similar.
Also, the red in the middle puts me in mind of a bird. A phoenix, even.

Sten seems to think so, but even he shares a hatred of magic.

What's so strange about it? It seems very intentional.
I remember there were some dev posts on the symbol, it originally had something to do with slaves. Can't remember the details, though.

Or a dragon. Look at the new blood dragon logo over Hawke on the box art. The head is even pointed the same way.Ambeth wrote...

I don't think the figure is a dragon. The dragon is the symbol of the Tevinter empire. That symbol was used to denote the slave rebellion against the empire.

Just throwing it out there. Dragons always seem to be in red plus there is a resemblance with angle of the head and the overall figure.

And that poor Qunari mage! What's on his face? I mean, it does look like his mouth is sewn shut but it also looks like he has warty things on his face? Or maybe I'm seeing things. And yeah, how DOES he eat, anyway? Qunari armor is awesome-looking though. I love their skirts.

I honestly can't tell if that's supposed to be some sort of mask or his actual face...

hmmm, maybe. I suppose if we ever get to visit Par Vallon we'll find out *hint hint*
I'd love to go and hear qunari music. The mental image of a qunari bard makes me giggle.
I actually doubt they have music, perhaps folk songs, but not dedicated musicians, the culture seems to not include any roles that are not necessary. It would seem odd anyways from what we learned in origins, but they did change a lot of things for DA2.

No, they have artists, I think. All of those paintings you can give Sten, he talks about how he admires the skill it takes to paint in much the same way as it takes skill to fight. I doubt he would say that if it were something only unenlightened foreigners did.
Well, on the other hand, he does love cookies...

The Qunari do have music, as well as art-- all part of the artisan class (and thus strictly the province of females). The Qunari are not drably utilitarian so much as they seek perfection. Qunari art might be considered strange from the perspective of other peoples, however, as they make it for different reasons: religious, mainly, as well as ornamentation of their architecture. The Qun is grand, after all, and dedicating one's life to its praise is no waste.

Is it just me or is the cultural symbolism of the Free Marches a pointy edge? Meredith's helmet, Flemeth's headband, all the different racial symbols...
There's something going on with symbology here. Maybe a weapon-based culture?

The Qunari have something similar to the Shaperate? I'm assuming it's runned by women?
Also, an two classes work togheter? Let's say there's a... writer class. A writer can work with a warrior to write a book about the art of the war or something like this?

Hmm. Mages have their tongue cut and are transformed in weapons. They're no more than a sword or a dagger. Maybe they cut their horns so they'll know that they're not part of the Qun anymore, and just a weapon?

Not having horns is a warning to most people who'd see them that they are dangerous.

Hmm, I suppose that in a place where everybody have horns, it's natural to think this way. That mean they think Sten is dangerous too? Of course, in the concept art there are still parts of the horn in the Mage's head, and I'm assuming that Sten's head is 'plain'.
