It's from Chris L'Etoile. He was a writer for ME1 and ME2 and wrote most of the Codex.

It's in the first conversation with Miranda on her loyalty mission, when you get the elevator. It's her response to one of the investigate options, the one where Shep asks her why she took Oriana from her father, IIRC.

He went through hundreds of krogan just to get one right. Doing a high risk operation to give him biotics would be like trying to hit the lottery two times in a row.

...why the f**k is he so guddamn short? They make him look massive in cutscenes, but when the cutscene of him climbing out of the tank and attacking Shepard concluded, the result was... really... truthfully... laughable.


I noticed this too, but realized that the tank was above floor level. Grunt looks super tall because when he first stands up, he's standing on the base of the tank.

With the exception of the asari, all biotics result from exposure to element zero in utero. Of humans fetuses exposed, 60% will have no reaction. 30% will develop melignant cancers or have other negative reactions similar to radiation poisoning. 9% will develop biotic ability of varying strength and permanence. 1% will have permanent biotic ability of moderate strength. Biotics basically have a benign cancer, with eezo tumors throughout their bodies.

Galactic Codex: Essentials: Edition 2183, p. 24:
Krogan
>Biotics gained through exposure to element zero; very rare success rate in gaining powers.
>Very low negative reactions.
>Of those that gain biotics, almost all are low powered.
>Implants required.
>Before the genophage, it was an acceptable risk to use surgery to create powerful biotics. 1000 to 1 success rate of the already 1000 to 1 biotic krogan.
>Because of the decreased birth rates, surgery is no longer risked.

Now Galactic Codex: Essentials is at best only semi-canon, however, on this topic, it is probably the best source. So, basically, of those krogan exposed in utero only 1 in 1,000,000 end up as a powerful biotic and 1 in 1,000 end up dead due to the risky surgery. With those odds, Okeer may have decided it wasn't worth it.

Also, as I mentioned earlier, biotic ability comes from succumbing to a cronic cancer. Based on Grunt's comment about getting sick, if you take him into the Quarantine Zone on Omega, he is supposed to have a perfect immune system. Okeer may have viewed the development of eezo tumors as a failing. Furthermore, krogan biotics still must be implanted with bio-amps. Since Okeer was attempting to create a pure krogan, he may have viewed such augmentation akin to cybernetic butchery.

Only the developers could definitively say why Okeer did not pursue that path, but there are copious reasons to accept it.

This has all been said before, but it bears repeating because people seem not to be discussing it.

Okeer wanted a PURE Krogran (or, that's how Grunt refers to himself). A pure krogan would probably not have traits that came about due to outside intervention, such as eezo.

Further, the extra death rate was probably not something he was willing to worry about. Just like the genophage only selects based on the ability to survive the genophage, he didn't want to add a filter that doesn't select for anything other than the ability to avoid eezo based cancer.

Finally, there are massive balance issues with making grunt a biotic as well.
