I went to the chat link, and talked with a rep named Linda, and she resolved the issue with no problems. All I had to do was provide my e-mail, date of purchase, and what exactly I bought, and everything was fixed.

Ok I also bought 800 points using Paypal, transation completed and no points to my account, I talked to Ben on the live chat, made the mistake of giving him the Paypal invoice ID he couldn't find the payment ... almost lost it, then realize that he probably would only have access to the Bioware invoice ID and voila I have my 800 points !

As stated above, the best way to have this resolved is to contact support.  You can do this by visiting http://help.dragonage.com or http://support.ea.com and selecting 'Contact Us'.

If you have purchased BioWare points and have not received them, you can also PM me. Please include your Incident ID, along with the purchase date, amount of points, payment method and any additional information.

I have a similar problem:
I purchased some (800) points, the money was taken form my bankaccount (TWICE) but the points weren't accounted to me.

I already contacted the EA Support, but i recived no reaktion in 5 days!
Way to go EA! That's how you treat your players correctly <.<
