unless grey wardens have a dispensation for blood magic and that was why the templars were watching them like hawks

Sort of like the Templars at Kenloch tower are watching the magi like hawks. And they don't have the destraction of a bustling war camp around them.
The Grey Warden ceremony is a secret, so it stands to reason the gunk they use isn't something the Templars know about.
