Was the inability to explicitly target an enemy with a biotic/tech power when the targeting reticule is orange a conscious design feature or a bug?  It's quite an inconvenience when behond low cover, because I have to stand up to issue the order.  But when behind high cover, it essentially leaves me 'powerless,' no pun intended.
