NG+ strategy
I completed an insanity run on vanguard ( taking the claymore ) and I wanted to get more practice with the reload trick ( on 360 ) so I'm doing my first NG+
(NG+ is where you import a ME2 save)  It is well known that you keep your guns and talent points, but lose all upgrades and Paragon/Renege points.
What is obvious from the beginning is how important the upgrades are.  A one-shot Claymore will not take out a low level fully-shielded merc for example.
Anyway the strategy changes from a normal game are:
(1) The tech players ( Mordin and Kasumi ) are really helpful before horizon because you can get three upgrades after only three missions ( buy one, Kasumi has one, Garrus has one ).
(2) Jacob and Grunt are not as important.  I always use them for squad incendary and I don't need that with a level 30 player ( I give them inferno instead )
(3) Miranda's passive ( the 15% weapon damage ) is important since you only can buy one ( for shotgun ).
(4) Some side missions are not worth doing - Normandy dog tags, etc. because you don't need any experience points.
I'm not sure how NG+ affects the other classes.  I guess if you played soldier/infiltrator NG+ you can buy two sniper upgrades straight away so maybe that is not too bad.  Also Engineer and Sentinal and Infiltrator have the three tech upgrades quickly.
Anyway the first mission you do in NG+ ( in my case Kasumi to get the Locust < no you don't carry that one over > ) its like you are playing insanity for the first time again - wow adjust your expectations.
NG+ is quite a bit harder than normal, but its cool having the special weapon during those early missions.
It really changes the experience, however, because it negates the decisions on what skills to level up.

Yeah, I prefer NG+ for vanguards and soldiers. You probably want to do (for vanguards):
Go to Citadel and buy (tech, damage prot, smg upgrade)
Go to Omega and buy (shotgun upgrade)

Then do:
Mordin
Firewalker (biotics upgrade)
Jack (shotgun, damage prot upgrades)
Kasumi (locust, tech upgrade)
Garrus (tech, smg upgrade)

Taking Miranda also helps like you said for her +15% weapon damage, overload and warp abilities. Garrus can also be useful because his overload is more powerful.

After Horizon, the difference between NG and NG+ isn't that big.

Also, if you play a paragon and want Zaeed's loyalty (as far as I can tell you have to do that mission first before any others). I've never been able to resist Morinth (paragon or renegade), nor resolve Tali/Legion's loyalty via the renegade option when playing NG+.

Buying one and getting the other shotgun upgrade on the Purgatory should solve most issues. With 2 + bonus research you can one-shot those shielded mercs again (Claymore).

Upgrades are the only thing that change things a little - stuff that worked on NG doesn't early NG+. But Garrus can insta-strip shields (Area Overload) with 3 upgrades; the others need Heavy - covers the shield stripping part. You'll need 3 biotic upgrades to have Warp strip barriers and armor and unlike the tech upgrades, the biotic ones become available after Horizon. At which point NG+ essentially stops being NG+.

I don't know whether it's harder or not. It is for Vanguards coz they temporally can't one-shot enemies. But for casters I might think it's easier - Sentinel and Engineer can get those 3 tech upgrades very fast, Adepts have to wait a bit, but having all powers maxed plus a nice shotty or assault rifle counts for something too.

I can sort of see why BW doesnt allow you to have the 20% biotic cooldown before Horizon, though. An adept would make a killing against every single enemy on that mission, and on NG+ you already have area effect powers and 20% passive cooldown. They probably wanted you to think that Collectors, husks, Scions, and Praetorians are the scariest, baddest enemies in the game.

@ryoldschool, in NG+ I actually try to do every single side mission and DLCs available before Horizon so I can make a ton of money when I go into Vegas.. er, I mean Illium. Betwen between Firewalker, Overlord, Kasumi, Zaeed and the N7 assignments, basically cleaned out on all of Illium's shops. :D

@Tony Gunslinger: Yes you are right, I was broke before Horizon, and did not buy the sniper upgrades until after Horizon. And the collectors etc on Horizon were big and bad.

@m14567 - On NG+ and NG ( no import ) Renegade is difficult to pass the tests for me because I have never taken Mornith's side - its 32 points paragon.
